Stardock acts as an evolving "city in space" the player can gather with their Fleet and rest and prepare between adventures.
Stardock is first encountered during the quest Port in a Storm, from then on, the location acts as a base of operations for the variety of characters and services introduced with Watchtower.
The player will also unlock an apartment at Stardock, with decoration capabilities, during the questline or due to hitting a certain threshold of turn-ins (see Unlockable Features section below).
During various parts of the main quest, several characters will appear in Stardock and offer some unique services.

This robot will be the first entity the player can speak to on Stardock. After the quest Port in a Storm, she can offer basic ship services, such as repairs and modifications.
After the quest The Stars Have Eyes, she will also be able to recharge Skydrops in exchange for Watchtower Components

Harper shows up during the quest The Stars Have Eyes. She handles locating Watchtower Bases as part of the "Purge the Galaxy" system.
She can do so by the player trading in Watchtower Intel to find random bases, or by paying Credits to target level ranges of systems and get something slightly less random. Regardless of method, the service will reveal the location of a base where Watchtower is still able to monitor; this provides the player with a lead to shut down their monitoring in that system.

Gren shows up during the quest The Stars Have Eyes. He handles everything related to Skydrops, and is the unlock point for several additional features.
Fleet Size Upgrades: For 1 Computer Core each, Gren can expand the capacity of the Fleet Management system.
New Skydrop Unlocks: New Skydrops can be unlocked through Gren's dialogue options in exchange for Computer Cores.
Recharge Skydrops: Like B.A.B.S, Gren can recharge Skydrops in exchange for Watchtower Components.
Install Watchtower Ship Parts: Gren's ship building service is the only source of installing Skydrops, as well as new Watchtower HABs unlocked by the Salvage System.
Speaking to Gren periodically will result in him unlocking the following:

Dr. Laine appears after the player completes chasing down the first lead Harper provides after the end of the quest The Stars Have Eyes. She handles unlocking and selling Cyberamps.
In addition, she can provide traditional Doctor Services: curing wounds, afflictions, addictions, as well as selling medical supplies.
Fleet Ships will dock with Stardock, like the player's, and all Crew will deboard and hang out in Stardock. The player can speak to them and interact like they would anywhere else.
At several locations on Stardock, the player will find containers they can safely store Contraband and the various "currency" items (Watchtower Intel, Watchtower Components, and Computer Cores) used by Watchtower systems.
These containers are all set up so that they can be accessed by those services, so that the player does not need to fetch them from these containers before spending them.
Stardock changes automatically in response to the player engaging in the various systems of Watchtower. This is measured by the number of service turn-ins.
Using Harper's Intel services, and Gren's or Dr Laine's unlock services, will all contribute to this progress.

Owners of McClarence Outfitters who have completed the quest to open additional shops will trigger a shop to open on Stardock at 900 XP.
