After the player starts the Watchtower Arrays profile tracking and reaches a certain threshold, as well as knows about Starborn (by being on a Unity-jumped character or completing "In Their Footsteps"), this quest starts silently in the background.
The next time the player enters a major city, a courier may approach them and deliver a message from Torin.
If the player has Torin as their companion or speaks to him before they come across the courier, Torin will simply tell the player he has something to discuss and start the next quest.
The quest is to simply return to Stardock and speak to Torin.
Once the player speaks to Torin, the objective will complete and the next quest will begin.
