This quest starts after the player has received the blessing for at least 6 holds, and raised them to level 3.
To help the player hit this criteria, after quest 3 is complete, speaking to Korrin or Sha'khar will sometimes prompt them to make suggestions to the player. These will encourage the player to claim more locations or sell more goods in one of the holds they've not yet hit the requirements for.
After meeting the criteria, the player will be approached by a Courier the next time they enter a settlement or city, and they will be given one of two notes from Sha'khar.
If the player hasn't yet completed the base game quest "Rise in the East", this letter will remind them to do so.
After completing this quest, the next time the player is near a settlement or city, they will be approached by a Courier and handed the other letter.
This letter will tell the player they are to be rewarded by the Chief Trader, and they will be given the objective to meet with him on a boat at the Solitude docks.
On the boat, the player will find Chief Trader Salvus, Sha'khar, Korrin, Orthus, and a few guards waiting on a boat.
Salvus will congratulate the player and give them an amulet called the "East Empire Gift". They will tell the player that Sha'khar and Korrin are being promoted, and that he's returning to their base of operations. The quest will then complete.
Equipping the East Empire Gift will prompt the player to choose a glyph to press: Guardian - The Mage; Guardian - The Thief; or Guardian - The Warrior. Depending on what the player chooses, the amulet will be swapped for a new one.
After the quest completes, the player can speak to Sha'khar and Korrin at this point to receive additional congratulatory dialogue.
At this point, the next time the player visits an East Empire Outpost, Sha'khar will greet them and unlock the final service.
