After completing (or failing) the quest Red Meat, the player will receive a miscellaneous objective to check in with Valerine.
When they ask her about more Emissary work, she will start this quest.
The player will be tasked with interfering with a rival Emissary, Surond, by making a scene that gives away his role in front of the people he's meant to be eavesdropping on.
If the player had previously successfully recruited Norlund during the quest The Gatewarden Gambit, Valerine will recommend the player speak to him for some intel. In which case the player will also receive an optional objective to seek out Norlund.
If the player speaks to Norlund, they can attempt to Persuade him to give up information on Surond, failing that, they can Bribe him for the information. Norlund will clue them into the type of interaction to use to accomplish their goal.
Surond can be found at the Four Shields Tavern in Dragon Bridge.
He will immediately start Emissary options in dialogue. To draw the most attention, and upset Surond, the player should choose Dramatic options.
Regardless of the outcome of the conversation, the player will be given the objective to report the result to Valerine.
If the player succeeded in blowing Surond's cover and upsetting him, they will receive 750 gold; if they only distracted him, 375 gold; and nothing for failing the mission completely.
The next mission will become available a short while after this is finished. The player will be prompted with a miscellaneous objective to remind them to speak to Valerine again.
